He confirmed that, in addition to administrative penalties, a separate criminal investigation has been launched.<\/p>\n\n\n\n<p>According to him, the bloggers were initially punished for minor hooliganism and received administrative detention. However, the Ministry of Internal Affairs has opened a new case under Article 174 of Kazakhstan\u2019s Criminal Code, which concerns incitement of interethnic hatred.<\/p>\n\n\n\n<p>Koigeldiyev emphasized that the administrative and criminal cases are separate proceedings.<\/p>\n\n\n\n<p><strong>Background<\/strong><\/p>\n\n\n\n<p>Article 174 of the Criminal Code of Kazakhstan \u043f\u0440\u0435\u0434\u0443\u0441\u043c\u0430\u0442\u0440\u0438\u0432\u0430\u0435\u0442 \u043e\u0442\u0432\u0435\u0442\u0441\u0442\u0432\u0435\u043d\u043d\u043e\u0441\u0442\u044c \u0437\u0430 \u0440\u0430\u0437\u0436\u0438\u0433\u0430\u043d\u0438\u0435 \u0441\u043e\u0446\u0438\u0430\u043b\u044c\u043d\u043e\u0439, \u043d\u0430\u0446\u0438\u043e\u043d\u0430\u043b\u044c\u043d\u043e\u0439, \u0440\u0430\u0441\u043e\u0432\u043e\u0439 \u0438\u043b\u0438 \u0440\u0435\u043b\u0438\u0433\u0438\u043e\u0437\u043d\u043e\u0439 \u0432\u0440\u0430\u0436\u0434\u044b.<\/p>\n\n\n\n<p>If such actions are committed by a group of individuals or under aggravating circumstances, the punishment may include five to ten years of imprisonment.<\/p>\n\n\n\n<p><strong>What happened<\/strong><\/p>\n\n\n\n<p>The controversy began after foreign streamers made insulting and derogatory comments about Kazakh women during a live broadcast. Clips from the stream quickly spread across social media platforms, sparking widespread public outrage.<\/p>\n\n\n\n<p>Initially, local residents demanded a public apology from the bloggers. Later, law enforcement authorities intervened. Following an investigation, a court sentenced the two foreigners to 15 days of administrative arrest.<\/p>\n\n\n\n<p><strong>Reaction from the streaming community<\/strong><\/p>\n\n\n\n<p>The incident triggered active discussion among other streamers. Some supported the court\u2019s decision, while others argued that the situation should not be treated as a criminal offense.
